- What are the recommendations of the DPC?
- The recommendations of the DPC are advisory in nature and should be duly approved by the appointing authority.
- How to make promotion / confirmation of officer approved by DPC?
- A clearance from the Vigilance Section of the Office/Department should also be obtained before making actual promotion or confirmation of officer approved by DPC to ensure that no disciplinary proceedings are pending against the officer concerned. Promotion should be made strictly in the order in which the names of the officers appear in the panel.
- What is the size of zone of consideration for promotion?
- For promotion by Selection method, the size of zone of consideration would be as under :- One & half times the number of vacancies (rounded off to next higher integer) + 3 but not less than the size of zone of consideration for 10 vacancies. [Para 3 of O.M. No. 22011/2/2002-Estt (D) dated 06.01.2006]
- How should the DPC evaluate CRS for promotion?
- The evaluation of CRs should be fair, just and non-discriminatory. Hence, the DPC should assess the suitability of the employees for promotion on the basis of their Service Records and with particular reference to the CRs for five preceding years irrespective of the qualifying service prescribed in the Service/Recruitment Rules.
- Is promotion order issued in Jarnail Singh batch still pending?
- [O.M. No. 36012/16/2019-Esttt. (Res) dated 12.04.2022] Note : Since the Jarnail Singh batch of cases is still pending in the Supreme Court of India, any promotion order issued shall be subject to further orders that may be passed by the Supreme Court in the said batch of cases.
- Will promotions be made in order of consolidated select list?
