A restriction proposal of four phthalates DEHP, BBP, DBP and DIBP in articles was prepared in 2016 by the European Chemicals Agency (ECHA) and Denmark. The assessment of the proposal by the 2 ECHA Committees confirmed an inadequately controlled risk to human health from the exposure to the 4 phthalates DEHP, BBP, DBP and DIBP in articles.

In an article published on July 10, 2025, regulatory news provider Chemical Watch reminded readers that the EU’s REACH restriction of the four phthalates bis (2-ethylhexyl) phthalate (DEHP; CAS 117-81-7), dibutyl phthalate (DBP; CAS 84-74-2), diisobutyl phthalate (DIBP; CAS 84-69-5), and benzyl butyl phthalate (BBP; CAS 85-68-7) came into force
- When can a product containing DEHP & DBP be placed on the market?
- Articles containing DEHP, DBP, DIBP, and BBP in a concentration, individually or in combination, greater than or equal to 0.1% by weight of the plasticised material shall not be placed on the market. Paragraph 1 shall apply three years from the entry into force of the restriction.
- Are DEHP & DBP regulated in toys & childcare articles?
- DEHP, DBP and BBP are subject to restrictions in toys and childcare articles. DIBP is only restricted in toys. The use of DEHP, DBP and BBP in plastic for food contact materials is regulated under Regulation (EC) No 1935/2004 and specific measures thereunder (e.g. Commission Regulation (EU) 10/2011).
- Can EU manufacturers use DBP & DBP in articles?
- Currently, EU manufacturers could use DEHP, DBP, DIBP, and BBP in articles within the scope of the restriction proposal if they apply for an authorisation, while importers are not required to apply (as authorisation requirements do not apply to imported articles).
- When does the DIBP regulation come into force?
- 14 December 2024 for uses in mixtures containing DIBP at or above 0,1 % and below 0,3 % weight by weight. This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union. - DIBP is included in ECHA’s second recommendation of substances to be included in that list. The authorisation requirement concerns the placing on the market and use of substances on their own or in mixtures, but it does not cover the use of articles containing these substances.
- Can DIBP be used in plastic?
- DIBP is only restricted in toys. The use of DEHP, DBP and BBP in plastic for food contact materials is regulated under Regulation (EC) No 1935/2004 and specific measures thereunder (e.g. Commission Regulation (EU) 10/2011). The use of DIBP is not allowed in plastic for food contact materials.
