Dioctyl phthalate , is an organic compound with the formula C 6 H 4 (CO 2 C 8 H 17) 2. DEHP is the most common member of the class of phthalates, which are used as plasticizers. It is the diester of phthalic acid and the branched-chain 2-ethylhexanol. This colorless viscous liquid is soluble in oil, but not in water.

DEHP is economical and offers excellent performance (e.g., compatibility with PVC, plasticizer efficiency, low-temperature properties and low volatility). Also, the leaching of DEHP into blood has a stabilising effect on red cell membranes, reduces haemolysis and prolonging shelf life.

DEHP offers good gelling, satisfactory electrical properties and helps to produce highly elastic compounds with reasonable cold strength. It displays fairly good flexibility at low temperatures and some resistance to high-temperature. However, DEHP is listed by the IARC as a human carcinogen.

This regulation will classify plasticizer ingredients as CMR (Carcinogenic, Mutagenic, or toxic to Reproduction) 1a and 1b (DEHP included here), which in turn restricts their use unless a major justification waiver is approved. In any case, such waivers will be closely monitored, with alternative plasticizers sought out for DEHP replacement.
