Recommendations relating to Promotions 9.1 On the general principles for promotion, the Group recommends that at junior levels of the AIS, when officers are in the formative years of their service careers, they should be guided, counseled, and trained to help them realize their full potential.
Important Instructions/Guidelines on DPCs (Promotions) | UPSC
The DPC should assess the suitability of the employees for promotion on the basis of their service records and with particular reference to the CRs for five preceding years irrespective of the qualifying service prescribed in the Service/Recruitment Rules.
