Addition of Diisononyl Phthalate Category Proposed Rule
Rule Summary. In August 2025, EPA issued a supplemental proposed rule to add a Di-isononyl phthalate (DINP) category to the list of toxic chemicals subject to the Toxics Release Inventory (TRI) reporting requirements under the Emergency Planning and Community Right-to-Know Act (EPCRA) and the Pollution Prevention Act (PPA).
Evonik committed to general-purpose plasticizer DINP
Evonik is committed to offering customers the general-purpose plasticizer DINP (diisononyl phthalate) on a global basis. The safe and long-lasting use of plasticizers is always Evonik's top priority. Evonik promotes the safe use of the general-purpose plasticizer DINP (diisononyl phthalate)

DINP plasticizer DINP plasticizer Jayflex DINP plasticizer is the largest-volume general-purpose high-molecular-weight plasticizer for PVC , providing the opportunity for cost savings with a good balance of properties. As shown below, it is an excellent substitute for Di (2-ethylhexyl) phthalate (DOP) in most flexible PVC applications.

Eco-Friendly Plasticizers PEP Report 62B Published December 2014 Plasticizers are organic esters, which is compounded into polymers to facilitate processing, and to improve flexibility and toughness of the final products through internal modification of the polymer morphology.
Plasticizers - Chemical Economics Handbook (CEH) | S&P Global
Phthalate esters, based on phthalic acid, are the main types of plasticizers used since they satisfy a broad range of processing and performance requirements, as well as a large number of markets. Major phthalates include di(2- ethylhexyl)phthalate (DEHP), also known as dioctyl phthalate (DOP); diisononyl phthalate (DINP); diisodecyl phthalate
- What is Di-isononyl phthalate (DINP)?
- Di-isononyl phthalate (DINP) is a phthalate used as a plasticizer in e.g. many technical products. It exists in two forms (and two CAS numbers), reflecting the two possible routes for isononanol precursor production. However their properties are similar.
- What are the advantages of DINP Plastisol coating?
- DINP displays good resistance to aging as well as easy plastisol coating, spraying and dipping. Further, it is also compatible with secondary plasti-cizers. Low volatility and density enables reduced process emissions and improved working conditions. The re-sistance to aging increases the PVC product life.

- How is Di-isononyl phthalate produced?
- Di-isononyl phthalate is produced by one-step ester-ification of phthalic anhydride with isononanol (INA) and a catalyst. Two types of isononanol can be used for the synthesis: either a pure C9 fraction (synthe-sized from isooctene), or a C8-C10 fraction, C9-rich (synthesized from C7-C9, C8-rich alkene).
- What is the energy content of a plasticizer?
- As a measure of the share of primary energy incorporated in the product, and hence indicating a recovery poten-tial, the energy content in the plasticizer (system output), quantified as the gross calorific value (UHV), is 36.0 MJ/kg for DINP. The net calorific value (lower heating value, LHV) is 33.6 MJ/kg DINP.
- Can DINP be recycled?
- At the end of life PVC products containing DINP are either recycled for similar applications, landfilled or incinerated. documentation)). DINP is safe for use in all current applications. Re-strictions apply for toys and childcare articles that can be placed in the mouth according to Regulation (EC) No 1907/2006, Annex XVII-52 (ECHA 2013).
