phthalates DINP and DIDP, in current applications without restriction, including sensitive applications such as food contact. 1 The ACC High Phthalates Panel filed extensive comments and supporting documentation for the safe use of DINP and DIDP in all current applications during the legislative process on the Maine legislation.
European Commission concludes DINP and DIDP safe for use
The European Commission (EC) has re-evaluated the restrictions on plasticizers DINP (diisononyl phthalate) and DIDP (diisodecyl phthalate) and concluded that the use of these high molecular weight phthalates is safe in all current consumer applications. In particular, it finds that their use poses no risk to infants in toys and childcare

WASHINGTON (November 28, 2025) — Today, the American Chemistry Council’s (ACC) High Phthalates Panel (HPP) issued the following statement on the Consumer Product Safety Commission’s (CPSC) vote to issue a final resolution concerning the CPSC’s Restriction of DINP in Toys
The Next PFAS? Research Heightens Concerns Over Phthalates
The American Chemistry Council contends that “the safe use of DINP, DIDP and DPHP [three commonly used phthalates in PVC] in consumer and industrial applications has been supported by scientific bodies of government and independent agencies in both Europe and the United States.”
ECPI’s statement following ECHA’s final report on high
Taking into account ECHA’s report and the RAC Opinion it can be concluded that DINP and DIDP are safe for use in all current applications. In this document, ECHA also indicates that “no risk is expected from combined exposure to DINP and DIDP for children exposed via food and the indoor environment”.
- Is DIDP a phthalate?
- This is particularly the case for the use of DIDP in products for children, or other consumer products to which children may be exposed. It appears from contacts with manufacturers of DIDP (industry) that the substance is currently, with DEHP and DINP, a phthalate of high commercial interest in Europe.
- Is DINP considered a phthalate?
- DINP is a general purpose plasticizer that is a phthalate. Its production in the U.S. exceeds that of diethylhexyl phthalate (DEHP) (CPSC, 2010), and it has the highest production volume among the 10 individual phthalates (U.S. EPA, 2009).
- What are High phthalates?
- HIGH PHTHALATES: A PRIMER ON DINP AND DIDP HIGH PHTHALATES: A PRIMER ON DINP AND DIDP ABOUT HIGH PHTHALATES Phthalates are a family of compounds some of which primarily are used to soften or “plasticize” polyvinyl chloride (PVC), or vinyl.
- Is DIDP a good alternative to DEHP?
- Therefore, DIDP appears to be an alternative to most of the uses of DEHP (EU, 2008; www.dehp-facts.com), with the main exception for use in medical devices (European Council for Plasticisers and Intermediates (ECPI), ECPI, 2007). The main applications of DIDP are similar to those of DINP. DIDP is primarily used to soften PVC.
- Are phthalates biomonitored?
- Compared to other phthalates, and in particular DEHP and DINP, it appears that only a few biomonitoring studies aim at evaluating the presence of primary and secondary metabolites of DIDP in body fluids.
- How many restricted phthalates are there?
- 14 December 2005. As explained in the recitals of this Directive, the six restricted phthalates were sorted into two groups associated with a different scope for the restriction.
